Prompto's rework only, not EX+

Updated impression from twitter vid:
As expected, EX+ upgraded HP+++ is good, should have consistent damage output.
So yea, no surprises, prompto requires EX+ to be good.

General impressions:
no major changes, damage is eh.
slight QoL improvements but not that noticeable without stat boosts
Splash damage is nice, but i didnt pick a fight that would show it well, maybe next time.
His EX recast is fast so a good EX+ will do a good number for him.

Undecided whether i will EX+ him however, waiting for famitsu detail.

Also interceptor now barks, neat.
