Utility relocations that involve private property areas are among the most complex situations faced by the Texas Department of Transportation, particularly when determining reimbursement eligibility. Although an eligibility ratio is commonly used, challenges arise when utilities extend across multiple properties or involve different types of property interest.
To address these challenges, researchers from TxDOT and the Texas A&M Transportation Institute analyzed a sample of executed utility agreements to establish a baseline of current practices and identify variations in how eligibility ratios and reimbursement amounts are calculated and documented.
The team also included a review of practices from other state departments of transportation to identify opportunities for improvement. Based on these findings, the team developed recommendations and a guidebook with refined methodologies, clearer calculation procedures, and examples to help standardize practices and improve the accuracy and efficiency of reimbursement decisions.
