This video describes how to enable and configure the new Depth of Field effect, and also examines some the effects pros and cons, and future possibilities. Depth of field simulates properties of a camera lens, where subjects in the range at which the camera is pointed appear crisp and clear, while subjects out of this range appear blurry and out of focus.
As a temporary solution to center your camera in third-person mode and make it behave nicely, add the following lines to your Fallout4.ini file (thanks to open-source-benutzer for the original tip!):
