I flew this dangerous DLG RC plane in a Tokoroa park without obtaining the necessary permit from the South Waikato District Council. Will I be punished for such an egregious breach of the rules?

This one example perhaps perfectly demonstrates how ridiculous rules get made -- by people who have no first-hand experience, knowledge or understanding of that which they are regulating. Is it any wonder that so many drone/RC rules are totally ignored when they are not risk-based and serve no pupose but to marginalize the hobby.
