This dinky little 1W power supply is intended to power a DALI (Digital Addressable Lighting Interface) network and some of the devices on it.

The DALI network system is not a high speed lighting control network as it sacrifices speed for ruggedness and simplicity. It uses two wires to communicate, and those wires can be standard cable thrown into the same containment as mains wiring. As such it can't really be classed as proper SELV (Separated Extra Low Voltage). The wires have no specific polarity and can be the same colour.

Devices like controllers and sensors can be powered from the network if they use very low current, and they communicate by literally shorting the network out in pulses.

Some examples of DALI control could be street lighting where the dusk or movement sensor is on a very small internal network, and for office lighting where the lights can be divided into zones with managed control based on time of day and movement sensors.
