Alright, Choomba, after spending hours of suffering in the game, I realized I could craft the god damn thing. So I went back to my old save files to see how early you can unlock this beast. And it turns out that you can get this gun as early as possible. Right after finishing the first mission, you can already craft this weapon, well, if you have the materials.

If you were like me and don't have them yet, all you have to do is go to one of those vending machines that sell soda cans and buy a few of them. Each can yield 5 units of common and 2 units of uncommon components.
Bing bang boom, there you have your brand new murdering machine.

But a sniper rifle is as good as its scope, right. So all that is left is to head to the guns dealer in your mega building and get yourself a decent scope. I found this perfect one for about 1k eddies on this vendor just north of kabuki, but I am sure you can find a better deal.
