What you see here is a very old prepay electricity meter from 1963
These devices were frequently used when you shared appliances like a washing machine with other apartments. They are becoming more and more replaced with other systems that use cards.
This is a great system. It does not even needs power on its own to operate the coin mechanism, it works completely on the weight of the 20 cent pieces you insert.
I use it as a cost control mechanism for my dogecoin miners. At the same time, it also serves as a timer, so I can start the miners in the morning with the appropriate number of coins inserted and it will shut itself off in the evening so it won't annoy other tenants if they try to sleep.
