The military base almost always has around two jobs to cart classified material to the harbor. Not sure what kind of shady operation turns nuclear waste into classified biohazard but they pay "do-not-ask amount" of money for hauling it.
The military base is much higher up than the harbor, which means you can haul stuff to the harbor mostly for free. As soon as the train starts accelerating on the first downhill section you can turn off the engine. There's a tiny segment in the middle where you might want to turn on the engine again or you'll be cruising with 20 km/h for a long time. This is probably the best paying job you can do. You can easily take all biohazard jobs at once with the shunter, since they're very light weight (only 19 tons per car).
Note: Starting the engine causes 75.00$ damage (1 unit). Don't turn it off unless it's for a very long stretch of track you're familiar with. You will not be able to release the train brake either. Only use the independent brake when the engine is off.
All braking in this video was done with the independent brake only using the F7 and F8 key.
