Act 2 is imagined to take place within the large metropolis that act 1 was set in. After Act 1, Sonic would have made his way to the largest skyrise in the city- a gigantic building that Robotnik has seized control of. Sonic would make his way up through the interior of the building, taking various elevators, springs, moving platforms, and the like, in order to reach the zenith of the skyscraper.
Upon reaching the top, a boss fight with Robotnik would engage. Something involving the mechanic of the lightning rod on the top of the building. I'll flesh the idea out later, perhaps.
