This video demonstrates how a leading left turn can incorporate two different sets of "turns": the initial turn at the beginning of the cycle, and a final turn when the light turns red. This means that, for every cycle, an additional 3-6 cars can accomplish a turn. The last "turn" would be cars who were waiting to turn left, but were unable to on green. Those cars, instead, turn during the all-red phase.
