So you know those parents that are really up tight about buckling up before they even start the car, well this parent in China would probably give them a heart attack.

Yes, that is a baby stroller attached to a moped.
But don't worry, I'm sure that baby is completely safe---I mean he can't be going more than like 20 miles an hour on that thing right?...perfectly safe...and...then they run a red light And wait, is that baby stroller being held by the person's leg? I know there are some crazy drivers in China, but man, this brings a whole new meaning to irresponsible. Even the Chinese news reporter says so.
