The Chief Minister says businesses and Customs are still adapting to the new Treaty customs arrangements three weeks after implementation.
Speaking on Gibraltar today, Fabian Picardo said some disruption had always been expected as new EU systems and procedures were introduced.
He added that freight movements are already improving, with more lorries crossing the frontier than on a typical day.
On the GFSB's flash poll, Mr Picardo said the findings did not challenge what the Government says is happening in Main Street.
