Closed captioning is easy with Rev.com. Hook up your YouTube or Vimeo channels to Rev and they will streamline your process. You just pick the videos from your channel (videos must be public or unlisted) and they will caption the videos and automatically upload the captions to your account. Very cool.
Why caption?
1) for people who are hard of hearing
2) for people who speak your language as their second language
3) for people who can't turn the sound on
4) for SEO to get your video found by search engines.
Rev can also provide cheap subtitles in other languages - and they'll give you English for free when buying another language.
If your videos are in a language other than English, my go to service is gotranscript.com They aren't perfect, but they are inexpensive. I've had great luck on Fiverr.com
