This part’s package type is a QUIP, or Quad In-line Package. The legs are different lengths, and when bent at the same place on each leg, would produce four total rows of pins for attaching it to a circuit board.

Getting into parts like this from NEC is pretty easy. In the past I’ve sanded them with sandpaper, but a tungsten burr tip for a rotary tool like a Dremel makes quick work, although I wouldn’t maybe recommend the ball tip I used in the video. The lid is seam-welded to the ceramic base underneath, but only on the very edge. This bond won’t separate easily like a soldered seal would with heat, and needs some extra help.

As for what this part is, my best guess is a logic gate array. There are a few aspects of the chip that give it away like the way that everything is arranged in rows and columns, and the extra circuit elements that are left in place from what I assume would be a basic template. D54304 is a mask that was designed to do a specific function, of which I probably won’t know unless the entire chip is mapped out and analyzed.
