Commodore PET 4032 (2001N-32), S/N: (1320232) PCB repair.
A shorted but intact tantalum capacitor was the only problem found.
It held the +12V power rail into current limit and prevented all the 4116 RAMs to function correctly.
It shows the importance of following the correct checklist (power supply first!) when troubleshooting any complex electronic device.
