Hector Escamilla, acting chief of he Rio Grande Valley Border Patrol, updates the McAllen Citizen League in the Texas border city in late April, 2019. A League member, after listening to Mr Escamilla, exclaimed, "The cartels are controlling" the mass migration into the U.S. The Border Patrol chief had explained how the drug cartels (Los Zetas, M-13 etc) conduit large groups to preoccupy and overwhelm the Border Patrol agents while they smuggle other contraband (people and drugs) elsewhere along the border.
In April some 240,000 crossed illegally into the U.S.
