EDIT: Mystery solved within a day! Many thanks to Andrew Cloninger over on the Flash Gordon FaceBook group who found the original newsreel report, which actually includes (we suppose) the cameraman filming the footage which appears in the FG episode. Remarkable...:

The 1954 TV series with Steve Holland as Flash Gordon, filmed in W Berlin and Marseille has been much scorned and mostly forgotten, but there are many fans out there still!
Yes the production values left a lot to be desired, and the acting was often sub-standard, not least because the majority of the cast spoke little or no English, and had to learn their lines phonetically.
One of the many reasons to give the surviving episodes a chance though, is for the historical value of its "copious [use of] stock footage and the numerous exterior sequences shot in the ruins of the bombed-out metropolis [which ] give Flash Gordon a distinctly ravaged look".

There is a lot of (presumably) stock footage in this very rare episode, The Rains of Death, though certainly not filmed in Germany.
As far as I know the identity of the locations has never been discussed or established, and remains a mystery. I'm hoping this video will change all that, and someone will "come forward with information" which leads to the solving of the mystery. Thank you for looking!
