Pound for pound, feature for feature it is truly hard to argue against amateur radio being the best option (really options) for emergency communications. But sometimes there are "things better than the best."
GMRS may be a good example of it. While not as feature rich as amateur radio, it does have one thing going for it that ham radio doesn't. More people are willing to use it.
