This is California Crisis: Gun Salvo (SE-0825), a Japan-only, VHS-exclusive OVA released in 1986.
The story begins in mid-1980's southern California with our protagonists, Noera, a rather cocky chronic underachiever, and Marsha, a young & outgoing biker girl. Their lives collide (quite literally) when they're run off the road by a seemingly runaway truck. Marsha totals her bike in the accident and drives off with Noera. What Noera doesn't know is that Marsha is carrying a container with a very special item..., an item that both the American Air Force and the Kremlin want! Will they find out what this special item is and survive to tell the tale? Only time will tell...
This anime was made by Studio Unicorn & directed by experienced anime director Toshihiko/Mizuho Nishikubo (of Ghost in The Shell and Kill Bill Chapter 3 fame). One of the things that almost any viewer of this anime will instantly notice is the unusual art design. The art style is practically a carbon copy of that developed by the very popular 80's-era Japanese graphic designer, Eizin Suzuki, who was known for his vacation-themed pop art. His art mainly focused on American west coast life and much of his art can be found on the cover of "New Music" (AKA City Pop) albums. Being that this OVA plays upon California life as seen through Japanese tropes of 80's America, the style is quite appropriate.
This OVA is also known for it's excellent Japanese boogie/synth-funk soundtrack performed by
Miho Fujiwara and released on a rare EP titled the same as this OVA ("California Crisis"). Yet, even with a danceable soundtrack and truly unique & skillful artistry throughout, the OVA can not be saved from it's mediocre storyline and limited character/plot development. Perhaps that's why it continues to live in relative obscurity...
