I think it really was this kind of back and forth communication between the authorities in Constantinople and the provincial population where the authorities projected this persona of accountability and responsiveness that is "We are here to do things for you," and also constantly reminding their subjects that- the taxes were being collected for the common good for you know public for defense and you know reasons like that and not for the private enjoyment of the ruling class.
