The idea here is taken from an old unlisted r0bd0g video, but I've refined it and made it way faster/easier.
Get clippy and hold right of up in this corner to clip out. There's floor here doesn't extend back the whole way, so walk straight right until you can see half of Mario or so. Walk up until the camera changes. Walk right until you're close to the edge (or just fall, go neutral, and let Mario respawn). Tap jump right and hold down for a little.
From here you should be on the bridge. You can either do regular Buzzar Skip like I did, or you can just go trigger the cutscene.
