Edit: Gonna leave the original description here, but we've since figured out that while this is still very precise, it's nowhere near as bad as originally thought. For one, the second jump is completely unnecessary. Mario just walks up the wall like it's a stair. That said, you do have to jump off the stairs on the last possible frame, but that frame even existing is dependent on your starting position. At the end of the day, this is cool for rando and TAS, but it already saves such a small amount of time that I'll be surprised if anyone starts going for it where it's relevant RTA, which is Glitchless, No Major Sequence Breaks, and 100% as of this upload.
So I'm not gonna lie and say I understand exactly what's going on here. There are theories, but the important thing is that a precise jump means you can cross this gap without Parakarry, a boots upgrade, or finding a way out of bounds, which gives this value for rando. It's way too precise though to expect to save time in speedruns if you're not a TAS though.
