This is a very important excerpt from a Streetfilm I made in Buenos Aires a few years ago, where they are making a vast network of their streets 10km (6mph) in the city center.

You can stop short of making a street car-free by redesigning it for people and limiting parking while slowing cars to a human speed but allowing for some access.
