CIA Director John Ratcliffe just made one of the strangest high-level American visits to Moscow since Russia invaded Ukraine.
No public announcement. No disclosed agenda. A U.S. Air Force C-17 flying into Vnukovo. A diplomatic motorcade moving through Moscow. And Ukraine was reportedly asked to halt long-range strikes while the American delegation was inside Russia.
So what message did President Trump send Vladimir Putin?
