CIA Director John Ratcliffe suddenly flew from Joint Base Andrews through Latvia and into Russia aboard a massive U.S. Air Force C-17. No normal diplomatic rollout. No explanation beforehand. And the last known CIA director to make this kind of trip to Moscow went there shortly before Russia invaded Ukraine.
