The Volcano is the Legendary Maliwan Sniper. It is only available in Fire element. Pre-patch, it had a larger splash radius, and more splash damage, but it had significantly less damage than a Maliwan Snider.
Because of the weaker base damage, the Volcano was actually less effective than its purple counterpart.
The patch grants an even larger splash radius, and much more damage over time. Being that damage over time was buffed in the patch, it's a nice boost. The base damage was also increased, and that made the splash damage higher as well. The weapon is much better with the patch. It now out paces a Maliwan Snider of 'Very Rare' quality, and is better than the Gemstone rarity for some characters.
The weapon was only underwhelming or "sucky" before because it was worse than its non legendary, purple counterpart. Now, it happens to be better than that. It's definitely a high tier fire sniper now, benefiting characters with crowd control especially.
