To get a free perk from the underwater chests in Terminus you need to open all the chests around the map. They can be found around each of the 3 main islands as well as below the Bio Lab, the tunnels going from the Bio-Lab to the sea, and near the Shipwreck by where you buy the boat as well as inside the shipwreck holes and ladder. Once you collect all the chest around the map (I believe it is 10) you will get a free perk power up as seen in the video.
