This challenge must be done in the story mission 'Shadows in the Water'!
My video shows how to do it all technically correctly but in a user created contract where the challenge isn't actually available.
Here's a new challenge in HITMAN 3 Ambrose Island called "Bloom Where You Are Planted".
The challenge is to first give the researcher Gregory M. Yeager the plant he's looking for and then somehow get his dead or unconscious body to Threepwood's grave on the other side of the island.
Easiest way to accomplish this is of course to use the gun lure trick, which is done by allowing an NPC see a gun on the ground and then grabbing it quickly as they're about to go and report it. This will then make the NPC follow 47 to the ends of the earth until they can chastise him for brandishing a weapon on public.
Completing the challenge unlocks the silenced pistol 'ICA19 Spider Lily'. From what I've used it, it seems to pretty much be a Silverballer with a different skin.
