Is it not obvious? The blocking of pavements by vehicles is an immediate ticketting offence. The enforcement officer is looking directly at the obstructions and does nothing about it. A few days latter the same officer ignore a car parked wholely on an ajoining roads pavement. There seems to be some leniency by parking enforcement regarding the behaviour of a few local businesses.
