Yes, upping this setting might make it harder for people watching on their phones to tune in especially if you don't have transcoding, meaning the ability to change the resolution/quality of the stream to something lower in case of limited connection on the viewer's end. Partners have guaranteed transcoding, affiliates have it "when available" and non-affiliates do not get it at all.
