Here I demonstrate how I braze the inner cap to the base plate of the silent damper caps I build.
I get my sheet metal and tubing in small quantities from Online Metals. You can, too. Here's the link to their website:

There are a few sizes of tubing that Online Metals doesn't have. Those sizes I get from McMaster-Carr. That's also where I get the jars of flux and the silbrazing wire.
