BCSC-Nairobi took place on 6 July and established a space for the African climate security community to convene, share and learn from existing tools, research and experiences in order to promote more and better context relevant, climate-security risk informed action in Africa. BCSC-Nairobi was intended to inform the climate security outlook for the Africa Climate Summit and Africa Climate Week (AWC 2023), which in turn informs the African regional position on climate ahead of COP28.

Priorities for addressing climate security in Africa

Millions of people on the African continent and globally are facing the consequences of climate change: more frequent extreme weather events, higher temperatures and rising seas are only a few examples. Although rapidly reducing emissions is essential to secure a safer future for everyone, it is also crucial to enhance the existing global financial system as some losses and damages from climate change are inevitable already.

This session will be a high-level conversation between H.E. William Ruto, President of the Republic of Kenya, H.E. Hanna Tetteh, UN Under Secretary General and Special Envoy to the Horn of Africa and H.E. Jennifer Lee Morgan, State Secretary and Special Envoy for International Climate Action at the German Federal Foreign Office. It will set out the challenges posed by climate change to peace and security, touching on migration, livelihoods, the energy transition, climate justice and differing responsibilities for Global North and South. In this context, the session will draw attention to the flawed architecture of the global financial system and highlight potential pathways for improvement. The conversation will be outlining challenges, opportunities and priorities of coordinating and implementing efforts to assess and address climate and security risks in Africa. Furthermore, it will shed light on the priorities for climate action in Africa to advance peace and security on the continent and globally.

Speakers:
• Ambassador Dr. Monica Juma, National Security Advisor, Kenya
• H.E. Hanna Tetteh, Under Secretary General and Special Envoy to the Horn of Africa
• H.E. Jennifer Morgan, State Secretary and Special Envoy for International Climate Action, German Federal Foreign Office
• Moderated by Janani Vivekananda, Head of Programme Climate Diplomacy and Security, adelphi
