Poison Ivy has been controlling Bruce Wayne for three months. Poison Ivy has been forcing Bruce Wayne to sign over assets to Carmine Falcone. Catwoman rescues Bruce Wayne (and Alfred) from Poison Ivy. In the meantime, the Holiday killings have continued through Valentine's Day (February), St. Patrick's Day (March), and April Fool's Day.
The next holiday killing occurs on Mother's Day (May). On the same day, Scarecrow and Batman get into a fight. Although Batman wears a gas mask, Scarecrow uses a syringe to inject a liquid fear solution directly into Batman's abdomen. Batman staggers around Gotham, ending up in Crime Alley. Catwoman saves Batman again, taking him home before anyone can discover his real identity. The Holiday killer murders Sal Maroni's father on Father's Day (June), which causes Maroni to try to make a deal with Harvey Dent. Maroni says that he'll testify against Carmine Falcone in exchange for prosecutorial immunity.
On the Fourth of July, Harvey and Gilda Dent as well as Captain Gordon and his family watch the evening fireworks display on a boardwalk. A mob hitman attacks the Dents, though he claims that he's sending a message rather than trying to actually kill anyone. Catwoman intervenes but is in turn knocked unconscious by the hitman while she's talking to Harvey. Harvey and the hitman engage in a fistfight, with the latter besting the former. When Harvey awakens, he sees the hitman dead under the boardwalk, with the Holiday killer's signature pistol next to him. During this evening's events, Harvey begins hearing Two-Face's "voice".
Batman finds paraphernalia associated with the Holiday killer in the Dents' basement, along with an Oxford pennant. Like others, he thinks that Harvey is the Holiday Killer. However, Gordon informs Batman that Harvey attended local schools, which means that the pennant probably belongs to Gilda instead. (Alberto Falcone also attended Oxford, something he mentions in Part One.)
At a trial, Harvey begins to interrogate Sal Maroni about Carmine Falcone's activities. Maroni appears to discuss some criminal activities before pivoting and stating that Falcone is a law-abiding citizen. Eventually, Maroni throws acid on Harvey's face in what's supposed to be an assassination attempt. However, Harvey does not die. He wakes up in a hospital, covered in bandages. He receives a phone call, and he escapes from the hospital to meet with two mobsters. He had been lured under false pretenses but manages to kill the two gangsters.
Harvey meets Solomon Grundy in the sewers and enlists the latter's help to attack the people who've wronged him. They first attack the police convoy escorting Sal Maroni to prison. At this point, Batman and Gordon still think that Harvey is the Holiday Killer; Batman tells Harvey that he found the Holiday Killer's guns in the Dents' basement. This is new information to Harvey, too. Suddently, the Holiday Killer arrives on the scene and shoots Sal Maroni. Batman tries to give chase to the Holiday Killer, but Harvey prevents him from doing so. Harvey and Solomon Grundy escape, proceeding to free other Arkham Asylum inmates such as Joker, Scarecrow, the Mad Hatter, Poison Ivy, and the Penguin. Meanwhile, Batman asks Catwoman why she is obsessed with the Falcone family. She tells him that Falcone is her father, and she wants to find out her mother's name.
Harvey and his associates attack the Falcone family in their high-rise building. Batman and Catwoman arrive, managing to subdue most of the rogues. However, Harvey manages to shoot Falcone. Falcone's daughter Sofia runs into the room, picks up the pistol, and tries to shoot Harvey, but his gun had only two bullets. She falls out of a window. Catwoman catches Sofia, but Sofia lets go (probably due to the grief of losing so many family members) and falls to her death. When Catwoman unmasks herself, Falcone says the name, "Louisa.", which is probably Selina's birthmother's name. Later, Batman, Gordon, and Dent meet on the rooftop with the Batsignal. Dent confesses to all of the Holiday murders and surrenders to Gordon.
After Harvey is placed in Arkham Asylum, Batman visits Gilda. She tells him that she was the Holiday Killer. She was in a relationship with Alberto Falcone when they were students at Oxford. The Falcone family forced the two to get an annulment and forced Gilda to have an abortion, so she wanted revenge on the Falcone family. Gilda wonders if Batman will arrest her or tell Captain Gordon that she is the Holiday Killer. Batman only wants to know if she's done killing people and leaves without telling her his plans.
The movie ends with a scene at Wayne Manor. Bruce wonders why Alfred still bothers to leave candy for trick-or-treaters. Selina walks downstairs and teases Bruce. The doorbell rings. A family of three--two parents and a boy dressed as Batman--have come to partake in the holiday tradition.
