Tempering is here and it looks...tedious! In this video I explain the difference between tempering and enchanting. For me it looks like a way to narrow the gap in effective power between players with lower level weapons vs players with higher level weapons.
Of course it is also a min max tool, but due to lower level resources being more common, it allows those with heroic bows the ability to close the gap with those people that have epic or legendary bows.
