So it turns out there's a lot of yaks to shave in power management, so let's see if I can make some more sense of pmgr. But first a little detour to get Alyssa a parser for the DCP property serialization.
... that was the plan anyway. I ended up yak shaving SMP support for the hypervisor after the DCP thing.
