Stalin discusses the coalition of the capitalists and defencists (narodniks & mensheviks).
The heads of this coalition were Milyukov (capitalist), Tsereteli (Menshevik) and Kerenski (Narodnik SR).
This coalition had agreed to continue the war, to prevent any land reform and to continue capitalist exploitation. Their pressing issues was one of money. They needed money. So where did they get it? From American capitalists and imperialists who were willing to give a loan of 5000 million rubles.
"An "honest coalition" of Kerensky, Milyukov and Tsereteli, financed by the American capitalists, against the revolutionary workers of Russia... The coalition will live on American billions, which the Russian workers and peasants will afterwards have to sweat for."
