Stalin explains the significance of the "Moscow Conference". The bourgeoisie saw that Petrograd was too revolutionary and hence a danger. So they planned to move the seat of power to Moscow, create a new undemocratic government body or even a military dictatorship.
The plans of capitalists would be thwarted by the workers of Moscow and Petrograd and a section of the bourgeoisie supported general Kornilov in a military coup to institute a dictatorship. This too failed however, because of the workers of Petrograd who stopped the trains transporting Kornilov's troops, and organized the defense of Petrograd against Kornilov.
