Poverty has become an issue in Germany. Whereas the phenomenon has been present for quite a while, public attention to the issue has grown only recently. In this talk, Alexander Graser (Professor of Public Law and Policy at the University of Regensburg) reviews and contextualizes poverty-related legislation since the early nineties, highlights trends, identifies seeming paradoxes, and discusses potential explanations.
