This session considered the strategic implications of the way AI capabilities are distributed around the world. The development of frontier AI models is often seen as a two-horse race between the US and China, with a handful of other countries somewhere behind these leaders. The looming and urgent question for other countries is how they position themselves in the AI value chain and adopt AI to strengthen their economies and societies while managing security risks and building trust.
The panel examined ways for likeminded countries to cooperate on AI—for instance with some nations developing advanced models and others hosting compute infrastructure in the form of data centres. Speakers included: Tim Davis, Co-Founder and President of Modular, Janet Egan, Senior Fellow and Deputy Director of the Technology and National Security Program at the Center for a New American Security, and Hwang Sunghoon, Director General of the International Cooperation Bureau in Korea's Ministry of Science and ICT. This session was moderated by Helen Zhang, Deputy Chief of Staff and Director of Research and Projects in the Office of Eric Schmidt.
