On 24 February 2026, four years after Russia launched its full-scale invasion of Ukraine, European Commission President Ursula von der Leyen is in Kyiv for a joint press conference with Ukrainian President Volodymyr Zelenskyy and European Council President Antonio Costa.
In her speech, President von der Leyen elaborated on:
- The EU’s nearly EUR 200 billion in military, financial and humanitarian support for Ukraine so far
- A proposed EUR 90 billion “steel porcupine loan” to meet Ukraine’s most urgent defence needs
- Immediate energy and winter support, including a new EUR 100 million package and initiatives to strengthen Ukraine’s energy system
- Long-term reconstruction support, including a EUR 920 million “Repair, Rebuild and Recover” initiative
- Continued sanctions and restrictive measures to weaken Russia’s ability to wage war
President von der Leyen reaffirmed the EU’s unwavering solidarity with the Ukrainian people, their resilience and courage. Europe stands firmly with Ukraine for a free, independent and sovereign Ukraine within a free Europe.
