Blender 2.8 is a modelling tool, that can also prepare meshes for 3D printing, especially if you use it in a more a more design and art related way. I made already a video on the overall setup and the link to it will show up here. There are many CAD tools available, just for example Fusion 360 on the commercial side or Freecad on the Freeware side. Yes, any many more. For 3D printing we can use the different modelling styles to create our models.
