Company Portal install errors with error code 0x8024001E Issue?

Anyone else sees Company Portal install errors with error code 0x8024001E ?
We have fresh installed machines that goes co-management, but company portal does not install and in intune it says Error code 0x8024001E.
Installed with Store app (new)
The error code 0x8024001E signifies that the operation did not complete because the service or system was being shut down.
winget.exe is missing on the systems, so are investigating why it's missing. Could install winget again from Microsoft Store. But winget should be in the 22H2 image from the start, right ?

Regarding declarative updates on iOS: Your docs say this only applies to supervised devices. However, after testing, it also applies to BYOD devices. We really like that, but wonder if it's by design? Apple docs says nothing about supervised.
