What a disappointment! THIS is why you check out new locks before putting them into use. Video 1756 is a self-picking shutter lock that someone bought through Amazon and had shipped directly to me. I believe the brand to be Kurtsey, but there was no paperwork with the lock.
It appears to be a design defect. After the video I pulled out the shackle and found that there are three ball bearings stacked upon each other to secure the hasp. That's pretty normal but they are under-sized and don't quite reach far enough into the shackle to hold it into place when the core is turned slightly. I assume that all these locks use the same mechanism and parts....so.....look like a bad production run.
