This leitmotif is first heard in act 1 scene 3.

These are the hunting horns of the minstrels and heralds their arrival, at which point they will find Tannhäuser and interrogate him. This is something which is seen in Wagner's works, he would have the 12 Horns all back stage in different wings, and they would call unseen to one another, giving the effect that the stage, and indeed the audience are surrounded. another example is in Tristan und Isolde.
