You must talk to him before the oob camera triggers, and you must close the text box after the oob camera triggers.
King Zora has to be moved first before he gives the tunic (moving him can also be done with this exact glitch to skip rutos letter)(If you reload the room you have to move King Zora again even if he is already moved)
If he doesnt give tunic play sarias song again with a better angle.
