Yes. It's a texture pack, which means it only changes the visuals of Zelda: Ocarina of Time 3D. It is not a mod, and it's not a standalone program or game. You need an emulator to play this (not included), and you need to dump the game files yourself (not included). * Do I need an emulator to play this?
Yes. But I cannot link to one or tell you how to get it for various reasons. But a quick search should be enough to find one.

* Can my PC handle this?
Any relatively modern pc should be able to, especially if it has dedicated graphics built in.

Yes, it's completely free and non-commercial.

* Will you retexture every single texture in the game?
That's the goal, but there's still a long way to go.
