On April 28, 2024, I was on water patrol in Palm Beach County when I observed a vessel operating after sunset without a required all-around white light. Upon stopping the vessel, I identified the operator and noticed bloodshot eyes and the smell of alcohol. The suspect admitted to consuming alcohol earlier in the day. I conducted a series of Standardized Field Sobriety Tests (SFSTs) on the bow of my patrol vessel. The suspect showed multiple clues of impairment across the HGN, Finger to Nose, Palm Pat, and Hand Coordination tasks. Based on my observations, I placed the suspect under arrest. During the process, the suspect became verbally hostile, mockingly calling us 'heroes.' The vessel was released to his wife after I confirmed she was fit to operate it. At the station, the suspect was read implied consent and refused to provide a breath sample.
