You cannot fast travel when enemies are nearby - a phrase any Skyrim adventurer worth his salt has suffered from. Where exactly are these secret enemies? Is it a loose mudcrab, hiding in the shoal? Perhaps trying to find the culprit will lead you to rare and weird encounters. It is likely.
