This is typical police nonsense. It's easier to say it's an insurance issue because they're not making any money sitting there helping this kid out, when they could be out there writting some big $$ tickets. They officer discretion does nothing but give them a way out of having to do their job, and enforcing the laws fairly. I believe he didn't like the kid and that's why he was doing everything he could to let that dude off, even going as far as lying in the report so insurance would then shaft him to because the cop lied. No witnesses? There was more than 1, yet they didn't get any of their statements? Makes sense. Then the goes to the PD to talk to a manager and try and correct the lies and false reports, and what's he get? "Oh come back monday", waste even more of your time because the original cop couldn't do his job properly and just write the facts of the case. He's not punished, he's not forced to waste his time, but this law abiding citizen is? Instead of correcting it then, he just runs off like a coward. This is for news and educational purposes, the public needs to know their rights because of cops like this. They also need to see how these people, who we all pay are treating people.
