It’s estimated that China has over 1000 ghost towns. Ghost towns in China do not necessarily have 0 population. The term describes the economic phenomenon, when the government intends to attract population to a sparsely populated region with prebuilt infrastructure, but the infrastructure has failed to attract an adequate population to sustain the maintenance and further development of that region. More often than not, the development of ghost towns destroys the livelihood of the farming communities in the newly urbanised regions, as well as posing threats to the food security in China.
The development of Xiong'an was initiated in 2017 by the direct order of Chinese dictator Xi Jinping. Like many other ghost towns in China, however, this “City of the Future” is destined to be a city with no future.
